Method 1: Disable Use hardware acceleration when available

1) Click the more options button Create PDF   on your Chrome. Then click Settings.

3) Make sure Use hardware acceleration when available in System is unchecked.

4) Restart your Chrome and click the web pdf URL to see if it could be open.

Method 2: Check the PDF documents setting in your Chrome
